Cold Weather Rash and Bruising

This winter and last I developed first of all blotchy red areas on my hips and buttocks. Then came lumps under the affected skin (not spots) and then the area darkened like bruising. The itching was not particularly acute but the rash and bruising look horrible. It disappeared when the weather warmed up. Any ideas?
