There are many causes for a foot rash. It can be simply due to a viral source such as shingles, chicken pox, or HIV. The rash on the feet may be bacterial in nature and examples of this include a strep rash, syphilis rash, or cellulitis skin infection rash. These types of rashes generally affect the skin on the whole body and may or may not include the feet. Other types of general skin rashes that affect the body and possibly the feet include food allergy rashes, stress rashes, niacin and other vitamin deficiency rashes, reactions to drugs such as penicillin, eczema, psoriasis, and chemical dermatitis.
More localized feet rashes may be caused by bug bites or contact with poisonous plants such as poison ivy or poison oak. These are common sources of rashes on the foot in the summer months, when walking bare foot or in sandals are common practice.
However, the most common causes of rashes on the feet are dry skin, exposure to heat, and fungal attack.
The skin on the feet is often ignored in terms of proper moisturization. Depending on the environmental conditions, the feet on the skin can become quite dry and a rash on the foot may develop.
Feet are often exposed to plenty of heat and sweating due to the footwear that is worn. This excessive amount of heat and lack of proper cooling can lead to a heat rash on the foot.
Finally, a feet rash may be caused by a fungal skin problem. This is the most likely cause of a foot skin rash. Because of the warm and moist conditions that feet are constantly subjected too, skin fungus may grow and lead to a rash on the feet. This is commonly known as an athlete’s foot skin condition.

This is very unfortunate because the feet endure a lot of abuse. This abuse can be from:

am a 24 year old male. I have these spots on the sides of my soles for about two months now. I went to a dermatologist and he prescribed me Elocon cream (http://www.rxlist.com/elocon-drug.htm).
I have applied it for about 13 days now and still no visible improvement. The skin is not itchy or particularly dry. I have them on my left foot primarily and on a much smaller scale on my right. I was thinking maybe it has something to do with circulation and sitting because I have a desk job and I don't walk enough daily.
The doctor also advised me not to wear any black socks as they may have some synthetic substances that cause the problem and I have followed that advice too.
